The National Police Academy (NPA), trains officers of the Indian Police Service. In India, recruitment to the Police is made at 4 levels - viz., the constables, Sub Inspectors (SI), Deputy Superintendent of Police (DSP) and Assistant Superintendent of Police (ASP).
Police is a state subject under the constitution of India and every state has its own Police Force headed by a Director General of Police (DGP). Recruitment to the ranks of Constables, SI's, DSP's are done by the States concerned. However, with a view to maintaining the unity of the country, in 1948, soon after the Independence from the British, it was decided to have 2 All India Services - viz., Indian Administrative Service (I.A.S) and the Indian Police Service (I.P.S). The officers selected to the I.P.S join as ASP's and are allotted to the various states in India by the Government of India. They man the senior posts in the Police Department of the various states and in Central Police Organizations. The I.P.S cadre is controlled by the Home Ministry of the Government of India and the officer of this service can only be removed by an order of the President of India.
A person wishing to join the I.P.S has to appear at the Central Civil Services examination conducted all over the country for selection to the various services. Every year, on an average about 600 are selected for the Services out of the approximately 3,00,000 who appear at the examination. The number of officers who are selected for the I.P.S varies from year to year depending upon the vacancies. The average intake is roughly 65 every year.
After selection, IPS officers are sent to the Sardar Vallabhbhai Patel National Police Academy for professional training. The Academy has been named after the former Deputy Prime Minister of India (1947 - 1950) who was the man responsible for the creation of the All India Services and the N.P.A to train all the I.P.S officers at one place. The Officer Trainees of the I.P.S are put through a rigorous training schedule for 44 weeks in both Indoor and Outdoor subjects.
The training programmes now conducted at the Academy are the Basic Course for I.P.S. Officers; three In-service Management Development Programmes for officers of S.P., D.I.G. and I.G. levels of the Indian Police Service; Training of Trainers' Courses for the trainers of various police training institutions in the country; IPS Induction Training Course for State Police Service Officers; and short specialised thematic Courses, Seminars and Workshops on professional subjects for all levels of police officers. Foreign police officers and other officers belonging to Army/IAS/IFS/Judiciary, Public Sector Undertakings, Nationalised Banks, Insurance Companies etc. also attend various specialised courses conducted by the Academy from time to time.
Organization
The Academy is headed by a Director, an I.P.S. Officer of the rank of Director General of Police and assisted by a Joint Director of the rank of Inspector General of Police, 3 Deputy Directors of the rank of D.I.G. of Police, and 13 Assistant Directors. The 13 Assistant Directors include 8 IPS/SPS officers of the rank of Superintendent of Police from state cadres, a Forensic Scientist, a Judicial Service Officer, a specialist each in Training Methodology, Computers and Wireless. The sanctioned strength of the faculty also includes a Professor in Management, a Reader in Behavioural Sciences, a Reader in Teaching Methodology, 2 Medical Officers, a Junior Scientific Officer, a Hindi Instructor, a Photographic Officer and a Chief Drill Instructor. The supporting staff include administrative, ministerial and medical staff and other Group D employees. Total staff strength is 427.
